eSIM Roaming Not Working in Europe: What the Rules Do—and Do Not—Say

Understand EU/EEA roaming rules, provider plan scope and device checks when an eSIM will not connect abroad in Europe.

Start with the plan, not the map

“Europe” on a sales page is not a technical diagnosis. Open the provider’s plan terms and check the exact destination, plan status, activation window, and whether it needs data roaming enabled. A home mobile plan and a separately purchased travel eSIM are different contracts. An eSIM profile does not gain EU consumer roaming rights merely because it is installed on a phone in Europe.

For qualifying home subscriptions, the EU’s “roam like at home” framework applies when travelling from the home country to another EU country. The official consumer guidance says the regime also applies in Iceland, Liechtenstein, Norway, Moldova, and Ukraine, while other countries are not covered by that regime even if some operators voluntarily extend offers. Therefore, do not imply that Switzerland, the United Kingdom, or every European destination follows EU/EEA roaming rules. Check the specific operator and tariff for those places.

Check the usual connection controls

Confirm the eSIM line is enabled and selected for data. Then follow the provider’s instructions about data roaming and network selection. Test with Wi-Fi off and note whether the failure is “no signal” or “signal but no data.” Avoid repeatedly switching every setting. A clear before-and-after note is more useful to support than a long list of changes.

EU rules also include fair-use conditions for eligible tariffs. The European Commission explains that providers can apply fair-use limits, must explain them in advance, and may alert customers as relevant thresholds are reached. That is one more reason to check the provider’s own allowance and notices rather than treating “roam like at home” as unlimited data in all cases.

Escalate to the right party

Ask the eSIM provider to verify provisioning and destination availability. If the issue concerns an eligible home-plan roaming right, complain to the operator first; the EU consumer page points users to the relevant national telecom regulator if the complaint procedure does not resolve it. Keep your plan terms and operator messages.

Use No Signal After Installing an eSIM in Europe when registration fails outright. Use eSIM Installed but No Mobile Data when bars appear but internet does not. See The eSIM Support Diagnostic Checklist before you contact anyone.
